I really can't see how Paul Begala can blame Bush for what happened on this particular oil rig. Why is it, we keep reaching back, farther and farther to see who is to blame?
What we do know is that MMS which is a government operated agency, had a very cozy relationship with big oil. This cozy relationship dates back as far as the Clinton administations, if we cared to research and look.
Yes, Bush was for deregulation, and he patted Brownie on the back during Katrina, and he did invade the "wrong country," but the fact remains, "WE ARE STILL THERE."
Many of the things Bush did have NOT been dismantled and this accident occured "under Obama's watch." It's his baby.

@ Anon 1:03 AM - if you research you will find that is was George W. Bush who dismantled MMS and the de-regulation of the oil companies began with Reagan. -- Both favored small government.

Gov. Jindal last year was a proponent of small government. Now that a crisis is at hand, everyone wants the government to come in and fix it. We can't have it both ways.

I believe that President Obama is accepting responsibility from what I've heard him say. Congress needs to enact the regulations, the President cannot do it on his own. But the Bush administration is not totally without some blame. They had 8 years to clean up MMs, but chose to dismantle it.

@Wonz: So what you're saying is that Bush did dismantle MMS, but they still had a cozy relationship?
That makes no sense at all.

Just my opinion, but if Bush hadn't dismantled MMS to the point he did, perhaps the cozy releationship with big oil (including BP) wouldn't have been able to continue.
